Meadow Creek Solar Farm has secured planning and environmental approvals following a rigorous two-year permit assessment process.

Latest project updates

  • Planning and environmental approvals secured

Meadow Creek Solar Farm (MCSF) secured planning and environmental approvals in October 2025 following a two-year permit assessment process. The approved Hybrid 332MW solar power and 1GWh battery energy storage system (BESS) project will generate the clean energy required to power 110,000 homes.

The approvals include a planning permit granted by the Victorian Minister for Planning, and approval for an action (in this instance being the development and operation of the Meadow Creek Solar Farm and BESS) under the Environment Protection and Biodiversity Conservation Act (1999). Approval has been granted subject to conditions addressing feedback from community and stakeholders on matters such as setbacks, waterways, and construction management. With approvals secured, MCSF is now progressing with the feasibility and procurement stages, as well as the management and construction plans.

    Permit conditions

Like all renewable energy projects in Victoria, MCSF is subject to conditions covering environmental protection, fire safety, and emergency management. These conditions ensure projects are developed responsibly and sustainably, minimising potential impacts on the environment and surrounding communities. Before construction begins, we are required to prepare a suite of management plans covering noise, dust, traffic, waste, site access, and safety. We have also developed an Environmental Management Plan (EMP) Framework to guide how we'll manage impacts throughout the life of the project from construction right through to decommissioning.

    Our commitment to the community

With approvals in place, we're focused on delivering the project to commercial operation. We'll be following the recently released VicGrid Guidelines for construction, operation, and ongoing community relationships guidelines shaped by feedback from communities, Traditional Owners, and landholders across Victoria.

    Sharing the benefits

We're committed to giving back to the local community. As part of this, we'll be establishing a Community Benefit Sharing Fund, which could support local grants, sponsorships, and partnerships. We want to work with the community including residents of Oxley and neighbouring properties to shape how the fund is used and where it can make the biggest difference. We'd love to hear your ideas.

    What's next

We'll keep you updated as the project progresses. Stay tuned for further news and updates.

  • Meadow Creek Solar Farm has secured planning and environmental approvals following a rigorous two-year permit assessment process.

The approved Hybrid 332MW solar power and 1GWh battery energy storage system (BESS) project will generate enough clean electricity to power 110,000 homes while enhancing grid stability, supporting Victoria’s target of 95 per cent renewable energy supply by 2035.

The approvals include a planning permit granted by the Victorian Minister for Planning, and authorisation under the Environment Protection and Biodiversity Conservation Act (1999). Approval has been granted subject to conditions that respond to stakeholder feedback regarding setbacks, waterways and construction management.

This approval strikes a balance between advancing renewable energy to meet State and Federal Government targets and safeguarding high-value agricultural land, biodiversity, and the environment.

Meadow Creek Solar Farm will begin developing of detailed management and construction plans and will continue to provide updates to the community throughout the process.

Meadow Creek remains committed to working with the community to deliver a project which benefits all. This includes consulting stakeholders on a community benefits scheme, to reinvest a portion of the project’s returns locally.

  • ‍Thank you to all who attended the Meadow Creek Solar Farm community meeting held in June at the Bobinawarrah Memorial Hall.

We appreciate your strong sentiment and concerns toward community engagement, fire safety, biodiversity, environment and traffic, and we received over 100 questions before and during the meeting. You can now view the responses to the community questions received here.
